A Shaliach Mitzvah is an emissary sent to do a mitzvah. Typically we see this when we give a few dollars to a person who is traveling to Israel. The money is for tzedakah when the traveler arrives. Since they are on a holy mission to deliver tzedakah, they are considered to be protected in order that they may perform the mitzvah.
